The Channel Islands sit outside EU medicines regulation and outside the UK's NHS-shaped clinical framework. That is not a defect. It is the same regulatory freedom that made Jersey the finance jurisdiction it is today — and it is available, largely untouched, for health, longevity and biotech.
This site sketches what a considered use of that freedom could look like: domain by domain, with the legislative, economic and infrastructure work it would take.
